Journaling in Exchange 2007 with managed folder policy

I have setup a Managed Folder Mailbox Policy to mark messages as past a 730 day retention period with journaling enabled. I'm using this policy simply as a test for my archiving appliance. The issue is when I run Start-ManagedFolderAssistant, it journals a copy of every item in the mailbox instead of only the items past the retention period. This is the only policy I have applied to this mailbox.
Here are the managed content settings of this policy:
Message type: All Mailbox Content
Length of retention period: 730 days
Retention period starts: When delivered
Action to take: mark as past retention period
Journaling: Forward copies to my "archive" journaling account in msg format
Any idea what would cause it to journal every item in the mailbox (including items within the retention period)?
