Email staying in the outbox in outlook 2007
I have an issue with email staying in users outbox, this is across several users. When I look at their cached outlook profile nothing is showing up in the outbox, when I recreate the profile without the cache then there are items in the outbox.
Clicking send / receive doesn't remove them and I am not too sure if they have been sent.
This is affecting the size of the mailbox management.
When I look at the delivery logs for the edge server it appears that the message went thru ok.
But its just stays in the outbox and doesn't go into the sent items?
I haven't seen this before and any help is appreciated.

Issue description: Mails stuck in the outbox of several cache mode users
Check info:
1. Could you send the stuck mail out from “Outbox” folder by click into the message and push the “Send” button, or just click the “Send/Receive” button
2. Could you confirm the mails have been sent out? Please try to send a test mail from affected users and check the mail from recipient side, is the mail to internal working?
3. Does issue happen via OWA?
4. Is the issue occurred occasionally or permanently?
5. What do you mean about “This is affecting the size of the mailbox management”
Troubleshooting:
1. Start affected outlook in the safe mode, see if you can reproduce issue <Start->Run->outlook /safe>
Notes: It will isolate the issue that caused by 3rd party add-ins
2. Please reproduce issue, after mail stuck in, click any folder once, and check if mail has been sent
3. After reproduce issue, see if there’s any related log in the application log of affect PC
4. Right-click affected user’s “Sent Items” folder, select “Properties”, check “Show total number of items”, see if the number reached 16,384
5. Ensure NIC setting on the affected PC is “100Mb/Full Duplex”
6. Please try to set affected user’s profile to another test PC, see if the issue still persists

Hello we are experiencing the same issue:
We have a mixed exchange 2003/2007 environment. All clients are running Outlook 2007 sp1.
The issue is present only in the OU2007/Ex2007 combination. When setting up Outlook in online mode or using OWA to access the mailbox, users can see emails in their Outbox folder. Those messages were sent successfully so we don't understand why they are here.
This problem is not isolated to only one machine. If the affected user configures Outlook in a different machine and configures outlook in online mode, he is able to see the messages in the Outbox folder.
Furthermore, OWA is accessing the mailbox directly so we know that it is not a client issue.
Some users have hundreds of these messages in their Outboxes, some other user have a few. Some people have seen the problem happen when right after successfully sending a message, Outlook is closed.
MS has an article (http://support.microsoft.com/kb/948984/)that explains how in certain situations some messages might remain in the Outbox. Nevertheless, the specific scenario described in the article doesn't apply to our situation.

You mean that messages have been sent out to recipient successfully, but the copy of the messages still stuck in the outbox forever, right?
I saw a number of similar cases that mails have been sent but they still stuck in the outbox. Please check if hotfix 948716 has been installed, install it if not, and the KB 948984 that you’ve already had. It requirsd the SendOne registry key to be modified as well after the hotfix
is installed on the client workstation
How about send mails from online mode and OWA directly, mails still stuck? Are all stuck mails “Reply” mails, not the mail sent by user self?

-Yes that is correct.
How about send mails from online mode and OWA directly?
-Unfortunately this issue cannot be reproduced at will and had not had enough time to test this scenarios. I had a couple of users who have a lot of messages in the Outbox, I will set them up in Outlook online mode and check for a week.
Are all stuck mails “Reply” mails, not the mail sent by user self?
-Some messages were new messages sent by users and others are reply to messages received.

I have this exact problem. We have Exchange 2007 and mixed clients 2003 / 2007 and it only happens with the 2007 clients. Both server and client are fully service packed.
We also have clients who only have a handful of emails showing in their outbox, and a couple of clients with dozens. The vast majority of which appear to be replies and forwarded emails..
I can actually reproduce this problem by sending a large email, then as soon as it has dissapeared from the sent items on my PC, delete the email from the Sent Items folder. If I then check the same mailbox from the server I can see the emails remains in the outbox.
However, I can only seem to reproduce this with large emails (1mb plus), but most of the users emails that are stuck in the outbox are simple text emails so I dont know..
note: all emails are actually being sent. - I too am experiencing this issue. The user sends mail and it is successfully sent. On their cached mode copy, the email is moved to sent items. On the server copy it remains in the Outbox. It seems to be random as to which messages stay in the outbox and which ones don't.
Like many others have stated it is not every user and is hard to consistently reproduce. If anyone has solved this please pass it on!
- Still looking for a solution to this exact issue. We have tried the hotfix and the registry edit to no avail. Anyone ever figure out a solution?
- We have this same issue and I've been searching on the Internet with no solution in sight. There is an obvious cached mode issue with Outlook 2007 and Exchange 2007. Microsoft needs to step up to the plate on this one....

- I have this too. It only seems to happen with emails that are created from templates though. I think it's possible the original templates were created in 2003.
Could this be the cause of the error?
An issue with 2007 not clearing emails from the outbox if they were created in 2003 version templates? Or something along those lines? :)
Just an idea. I have the same issue, but I am unable to delete the messages so they are permanent.
Here is how I got around it. Delete profile on PC. Move affected user mailbox to a different mailbox database. When that is done i recreate the user profile (using non-cached mode). The message(s) are still showing in the outbox but can now be deleted. You can move the mailbox back to the original database after that.I have a similur issue.

(and indeed the version number of SP2 is higher than the hotfix, so normally the hotfix is included in the Service Pack?)
Has somebody already have a solution.- I am yet another with this same issue. Affected user uses entourage on his mac however, he only sees the email in the outbox in OWA. I have looked on my machine and I get the same issue. Using MS office outlook 2003 the outbox is blank but the email still shows up in OWA. We are using Exchange 2007.

We have been experiencing the same issue and managed to narrow down the problem to be PGP. Something in the encryption software is stopping the mail from being removed from the outbox. This only happens in cached mode with users connecting to exchange 2007. If you turn off the hardware encryption, everything works fine. We have to manually go into online mode or OWA to remove the messages from users outbox. We upgraded to the latest Exchange RU as well as upgrading the PGP server, but no success.
- I am facing the same issue. Currently running Outlook 2007 SP2 with no newer hotfixes. Exchange Server is running Exchange Server 2003 SP2 with latest patches deployed by corporate infrastructure team. My outlook profile is using cached mode with all mails arriving in my inbox instead of any PST files.
In my case, I have seen it happening only after I applied Office 2007 SP2. Is it an issue with a specific build of outlook.exe or something else is causing it? Also, do I need to apply the reg keys mentioned in 948984 even though I have SP2. - I am experiencing a similar problem. I'm using Outlook 2007 with Exschange 07. My problem is with the setup a little different. First there is the Exschange user account and then the MSN account. It seems that the only time something gets stuck in the outbox is when my client sends from the MSN send. And then only if there are a lot of recipients. As of right now there are 3 in the Outbox but when you click on the Outbox they are not there. They are not in the sent items folder either. When I turn off cached mode they are gone but whe I turn cached mode back on they reappear. I am assuming that the e-mail is getting rejected by MSN because of the number of recipients but where di they actually go? Any ideas? Oh, it's Outlook '07 SP1. I'm downloading SP2 now and we'll see what happens.
What is the latest rollup update has been applied to Exchange 2007 servers?
If you have not applied RU9, try applying and see if the problem goes away. There is fix included in RU9 for messaging getting stuck in outbox. After applying RU9 and problem doesn't go away you can implement managed folder policy on server to delete the content of outboox (for example anything old than 7 days).
Even I too have same issue and in the process of testing RU9 before it deployed on production servers.

I ended up calling Microsoft because I feel that they should be fixing this issue that so many people are having. The workaround they gave me is the "SendOne" registry entry that has been mentioned. If the Hotfix doesn't install as someone mentioned that means you have Outlook SP2 and it is already included, and you just need to add the registry key:
"HKCU\Software\Microsoft\Office\12.0\Outlook\Cached Mode", add a dword value called "SendOne" and set the value to 0.
I asked why they are not fixing this rather than give a registry key to add manually, of course I got no straight answer. I have also heard that this can change the behavior of the Outlook client and could possibly negatively affect the performance.
I am extremely frustrated with MS right now because of this and other issues with their products and support. This fix may help some of you, but I am really looking for MS to actualy FIX this issue that has been happening for over 2 years as I understand it. Anyone there Microsoft?Well it appears this is till going on. I just encountered this in my enterprise running 2003/2007 with 2007 running SP2. I notice that one of the messages that got stuck for me was a reply to a message sent using a self signing cert - in fact it was the first message at the top of the outbox stack. interestingly I do not see these messages in OWA outbox or MAPI connected outlook client - only in cached mode. Outlook is 2007 SP2 and is fully patched.
Any further progress on this, MS?- i've had a message stuck in outgoing for more than a month.......
click "send/receive' located at the right top right side of your Outlook screen..
there should be a little 'send/receive' status appearing at the right bottom section...
click on the arrow...
click 'cancel send/receive"...this will empty your outgoing message[s] from your outbox.
do not forget to empty old messages from the sent, junk and deleted folders...old messages slows down big time your e-mail account over time...
restart and your Outlook e-mail should work as a brand new...
it worked for me, and so it should for you...

Temporary solution
There is a temporary solution. Restart Microsoft Exchange Active Directory Topology Service. It works until the problem starts again.
This really works. Exchange can send and receive email again.
