Outlook envelope is Misleading?......
- I have a single user who receives the "New mail" icon in the system tray, but outlook hasn't downloaded any new mail when she looks in her "inbox" or any other folder.

- Check for rules that delete mail.

I checked her rules, but she only has one, and it is good. - Is she getting the dekstop alert toast as well? If not, then the icon notification may be messed up. You may want to simply turn it off.

How to use the Desktop Alerts feature in Outlook I did check on the translucent popup, if she is getting that then she is not noticing it.
She is getting the envelope icon though.
This issue has be baffled- Hi,
Did you test this issue on others machine or try to recreate the Outlook profile to diagnose this issue?
