“There is no remote server backup functionality”, whether you run the backup tool on the exchange server locally or not?
As said under the "Applications" checkbox, “You can recover applications that have registered with windows server backup”. So, in order to be recovered, the exchange must have registered with Windows Server Backup
Please refer to the “Let me fix it myself” section in the KB 958662
Notes: The “Writer Id” of exchange can be obtained by running command “Vssadmin list writers”
After registered the exchange, please try the backup/restore again

Please run the ExBPA against the exchange server once for health check
