    Hi,

    1.    Please check event 2080 to see if your domain controllers has been listed there.

    2.    Please try to ping domain controllers to see if the connection between exchange and dc is normal.

    3.    Please check the permission on Authenticated Users.

    4.    Please verify if you have modified the default recipient policy.

If yes ,then please check the value on msExchPolicyOrder on default recipient policy,it should be 2147483647.

    5.    Please check if you have for "Allow inheritable permissions from parent to propagate to this object…" checked under CN=<Exchange_org>,CN=Microsoft Exchange,CN=Services,CN=Configuration,DC=domain,DC=com

    6.    Please check permission on InformationStore and Microsoft MTA to see if any deny permission has been granted. It should be under CN=InformationStore/CN=Microsoft MTA, CN=servername,CN=Servers,cn=First Administrative group,CN=Administrative Groups, CN=<Exchange_org>,CN=Microsoft Exchange,CN=Services,CN=Configuration,DC=domain,DC=com

Note: We need to check these information via ADSIedit.msc.

I ended up calling MS support.  The ExBPA told me to clean up data using the ADSI Edit util.  It wanted to have bad data in the gatewayProxy of the RUS policy removed.  When I removed the data and restarted the service the IS or MTA stack wouldn't start.  I needed to add back the x400 connector to the default policy.
