#5.7.1 smtp;550 5.7.1 Requested action not taken: message refused
We are getting a few email messages being returned with the error message of:
The following recipient(s) could not be reached:
(email address of person) on 2/20/2008 2:44 PM
You do not have permission to send to this recipient. For assistance, contact your system administrator.

I was thinking that this may be caused by the inability to resolve the DNS of ibs-mail.domain.local and hence being returned. I was going to setup a virtual SMTP server inside our Exchange Protocols/SMTP section but I am not sure if that is going to cause more harm then good. We presently have 2 email domains that Exchange handles.
Any help on this would surely make my live a little less stressful.

I have 11 people with this same issue. Anyone find a cure?No black list, its got to be related to the fact that the receiving mail server is trying to do a lookup on my internal domain and not our actual domain name. I am sure its a setting in the Exchange server
I have solved this issue, or at least the one that I am having.
The problem was as I suspected and that the email server is advertising an IP address of the domain name, yet the Exchange server is adding the FQDN of the local domain to the header of the email. For instance, my domain could be something like Cars.local and my email domain is Cars4Sale.com
What happens is that Cars.local and the IP of our domain is attached to the email header. The receiving server looks at cars.local and performs a DNS lookup on this name. If the IP doesnt match the IP found in the header, then the email is returned with the erro listed in this thread.
To fix this, I put the name Cars4Sale.com in the Masquerade Domain section inside the SMTP protocol.
Here is a link that explains everything in more detial. I wish I found this link sooner, but I fixed our Exchange issue and then looked up "Masquerade Domain" to make sure that I had everything correct and sure enough, there was the answer to the problem AFTER its fixed. Talk about timing.
