I have a group of users that will only need to send and receive email to their supervisor.  I know I can restrict received email but I can't find a way to restrict who they can send to.  Can it be done in Exchange 2003?

If you use the built-in capabilities of Exch 2003, there is no real good way to stop them from sending internal mail within the Exchange org short of setting everyone else's restrictions  ( except their supervisor) to accept mail from everyone except those users.
I guess you could create an event sink ( yuck) or maybe look for 3rd party software otherwise.

In bulk, you could use something like admodify to set this.
