Hi,
First please verify if the issue occur to all the outlook 2003 users. If yes, then we need to check the configuration on server side.1. Please check the access Control settings on SMTP virtual directory.
Note: ESM-Administrative Group-First Administrative Group-Server-servername-Protocols-SMTP-Properties-Access-Access Control(Authentication)
2. Please check the security settings on SMTP virtual directory.
Note: ESM-Administrative Group-First Administrative Group-Server-servername-Protocols-SMTP-Propertise-Delivery-Outbound Security
If the issue only occur to certain user,then please check the configuration on outlook side.
Please check if you have “Encrypt data between Microsoft Office Outlook and Microsoft Exchange Server” checked from Outlook-Tools-E-mail Accounts-change-More Settings-Security.

- Looks like remote server only accepts the connection on TLS. Is this happening with only one remote domain or all of them?
try sending mails to some more domains and see if you are getting the same error.
Raj - You must issue a STARTTLS command first!!!!!
Outlook->Menu->Tools->Email Accounts...
View or Change accounts, then Next
Select the account, and click "Change"
Click "More Settings"
Advanced Tab
Under "Outgoing Server (SMTP)" check "This server requires an Encrypted Connection". If you have a choice of connection type, choose TLS.- Proposed As Answer byBenhaha Tuesday, November 03, 2009 3:36 PM
