    i am new to the ILM 2007,
    i am implementing password synchronization solution to one of my client ...
    do we require user Cal licensing for this solution....

    With ILM 2007,  you don't need a user CAL for password synchronization.  The server license covers the Identity Synchronization component, which includes the password synchronization.

    You would only need a user CAL for managing user certificates with the Certificate Management component.
