You need to be running Ie9 in Protected Mode.
see this answers.microsoft.com thread
Tools>Internet Options>Security tab, click "Reset all zones to default", ensure also Proteded Mode is checked... close and restart your IE Windows.
You can find out your IE cypher strength from About>Internet Explorer
For consumer help with Ie please select the Help>Online Support menu from IE and follow the prompts for your windows and IE versions.

Try this in IE9: Tools > Internet options > [Security] tab
Make sure that "Enable Protected Mode (requires restarting Internet Explorer)" is checked.
Restart IE, and then try to log in.
Hope this helps.
