IE Reuses Open Windows - Need a Setting to Have Clicked Links In Other Programs Open New Windows

Seemingly more and more lately I find an open IE window gets reused when I click on a link, e.g., in Outlook or Skype.
I absolutely never want an open window reused.
If an IE window is open, it's because it contains something I want to refer to, or maybe I have Pandora playing, or whatever.
This window reuse started last year when the "security enhancement" was made that results in all IE rendering windows being 32 bit, regardless of whether one is running a 32 bit system. Before that, when I would click links new windows would open. Lately, somehow it seems to be a little worse.
I prefer to browse with separate windows, so I have turned off tabbed browsing. I'm not willing to change that choice. The only setting that seems to apply to this situation appears to be inactive because I have turned off tabbed browsing:
Do you know of another setting, registry tweak, workaround, etc. that will help ensure each and every link I click on will open a new IE window, rather than reusing the most recently opened window?

Figures. Right after posting here I found a setting that seems to apply. I had swept through the Advanced settings before and had missed this one, which must be unchecked as shown:

Nice find. I use IE the same way as you and that's always annoyed me too.
