IE 8 stops working after installing KB2799329

After rolling out KB2799329 some of our machines have an issue where IE8 has stopped working. IE will open but it does not display anything if I try to open Internet Options I get a message saying that it is restricted even when logged on with my admin account. Removing the patch resolves the issue but I need to find a way to get this to install without causing this issue. All workstations are running Windows XP Pro SP3.

I have KB2761465 installed but when I installed KB2799329 IE8 on my XP pro stopped working
When I removed it, therew as a warning that Firefox may stop working- I have Firefox so is that relevant?

Steps: Install a different browser like Chrome or Firefox to download and install Microsoft Security Bulletin MS12-077 - Critical Cumulative Security Update for Internet Explorer (KB2761465) from below link: (Need to choose correct update as per operation system) http://technet.microsoft.com/en-us/security/bulletin/ms12-077
