    While a user resets a password can i restrict user not to use certain characters or strings i.e. users should not be able to set "password123" as the password or user @ character in there passwords.

    Can this be achieved in FIM 2010

    Yes, u can restrict user's new password

    No, it is not done via FIM as FIM is only one of the many possible channels to reset/change a password. If you want to restrict that, u need to restrict that at the AD level by either group policy or a customer password filter
