Strange issue. Windows 7

I've been trying to find a resolution for this for a few days to no avail, hopefully someone can point me in the right direction.
I seem to have a DNS record to an IPv6 server that hasn't existed on my network for more then a year, no matter what I try and do, it keeps coming back.
If I reset the stack either by
netsh int ip reset
or
netsh interface ipv6 reset
and reboot the machine, the errant DNS server goes away.
If I sleep the same machine, the moment it comes out of sleep the DNS server is back.
I can't for the life of me find it, it's only happening on one computer.
Here's an example after the reset.

The machine is running Windows 7, fully updated, there is no manual IPv6 information added anywhere.

netsh int ipv6 del dns "Wireless Network Connection" fe80::4eba:dd83:d86d:253e

I would check the unit with IPv4 address 192.168.15.1 for any IPv6 configuration. It may be the culprit sending you router advertisements (RA) containing this "ghostly" DNS server.
