    Can anyone provide feedback for me on how to diaable (or where to look for the file that invokes this procedure) this policy. It was setup by my predecessor to lock down the server so users who are using RDP would not diable or shutdown the services that the server is providing. When using mmc it seems that  all polices related to this function seem to be diabled and that they are not the source of the security policy that is causing the lock out.
