Odd DVD-ROM problem

OS: Windows Vista Home Basic SP1
Computer: Dell Inspiron 1520
Intel Core 2 Duo: T5250 @1.50 GHz 1.50 GHz
4.00 GB Memory
32 Bit
Drive: TSSTcorp CDRWDVD TSL462D ATA Device
Drive is behaving odd. It will read and play all discs but will not play DVDs with movies on them. It recognizes them and knows what is on the disc, but cannot play the content. It can read data from DVD and CD. I have VLC to play DVDs. It used to play DVDs but suddenly stopped. This is not my computer, it is a clients and I'm out of ideas.
I have uninstalled and reinstalled drivers
I have ran Microsoft FIXIT DVD. But it does not finish installing powershell and tells me to try again later.
I installed powershell on it's own and it still doesn't work.
Any ideas??
