Cannot Uninstall Vista Service Pack

Greetings,
As China MS support can't resolve the issue,I have to call you for help,please forgive me,thanks for your understanding.
I closed the firewall,uninstalled the virus program. After a long time after the 3 steps of setting updates,it says 未卸载Service Pack。正在还原更改,请勿关闭计算机。(Can't uninstall Service Pack.It is now get the changes back,please don't shut down the computer.)
Later after a long time,it keeps the status of the SP 1 installed status.

I tried method 3 followed the MS community star's steps,the uninstalling program started,but I still can't uninstall SP1.After step 1,2,3 now is configuring the update,100% completed at step 3,it told me 未卸载Service Pack。正在还原更改,请勿关闭计算机。(can't uninstall Service Pack.It is now getting the changes back,please don't shut down the computer.)
No matter how hard it is,I would like to try every means to uninstall SP1,I hope that someone can give me the means.
I don't know what should I say,but MS's behavior just like this,it really make me feel angry.In my country,the MS disc is very very expensive.

What’s the problem to use the support link https://support.microsoft.com/oas/default.aspx?ln=en-us&prid=11274&gprid=500921&st=1&wfxredirect=1? You may choose the product and continue to submit your incident.
Also, why did you want to uninstall the service pack 1? Are there any problems to install it?
You may try to use the Vista installation CD/DVD to repair and restore the system.

Hello,
I wish to use the Vista installation disc to chose upgrade to repair the OS,but it tells me that my version is higher than the disc's,so the repair can't start.
I just need to uninstall the Vista SP1.
