SP2 will not install, needs SP1, but SP1 is installed
Down loaded Vista SP2/X86, (32 bit on a Toshiba laptop, AMD Truion X2, 3 gig mem, 250 gig HD, Vist Home Pre) ran it and it told me I needed SP1 (which I knew). I was sure I install SP1, so I down loaded Vista SP1 and tried to install, but it said, what I knew, SP1 is already installed. Tried SP2 again, still not joy.
Ran System update Readiness tool, then tried to install SP2, still not joy.
Ran System Update Readiness tool with clean boot mode, then tried to istall SP2, still no Joy.

Can you please check if the value of HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages\KB936330~31bf3856ad364e35~x86~~6.0.1.18000\CurrentState reg key is 7 or not.
If it is not 7 then can you try changing it to 7 and see after that if you can install SP2.

This is how I fixed mine. I had the same issue. When I tried to install SP2 from Windows updates I was getting a TRUST_E_NOSIGNATURE error. I downloaded and ran the CheckSUR tool but I still was not able in install SP2 from Windows Updates. I downloaded the standalone version of SP2 and it would not install. Said that I needed to install SP1 first but that was already installed. I tried to uninstall SP1 but it was not listed in my Installed Updates list. I tried to uninstall it with the command line but that would help either.
This is what I did to fix my problem.
Note: You may need to use some common sense and apply the below for YOUR situation.
1. Download and run CheckSUR (System Update Readiness Tool)
2. Open %SYSTEMROOT%\Logs\CBS\CheckSUR.log (mine is below)

3. Download the update that is blocking the install. In my case above, it was the SP2 update KB948465
4. Extract the downloaded update to a temp folder using:
Windows6.0-KB948465-X86.exe /x:c:\temp
5. Extract the CAB file (windows6.0-kb948465-X86.cab) to a new folder.
6. Navigate to %SYSTEMROOT%\Servicing
7. Take ownership of the Packages folder and add your account to have full control
8. From your CheckSUR.log, find the files that were missing in the folder that you extracted the CAB file to in step 5 above.
9. Copy the .MUM and .CAT files to the %SYSTEMROOT%\Servicing\Packages folder
10. For the file that was missing, use the Update.MUM and Update.CAT files but rename them ie. I needed to rename my Update files to VistaSP2-KB948465~31bf3856ad364e35~x86~~6.0.0.18005.mum and VistaSP2-KB948465~31bf3856ad364e35~x86~~6.0.0.18005.cat
11. IMPORTANT: Change the ownership of the %SYSTEMROOT%\Servicing\Packages folder back to 'NT Service\TrustedInstaller'
12. Re-run the SP2 stand-alone update.

it worked well for me. (but I do kinda know what I am doing)
My missing files according to checksur were from IE8.
Downloaded the IE8 fullinstall pack,
extracted.... then extracted again.. then extracted again (they nest cabs and MSUs deep in the file)
found the 6-of-8 missing files, renamed the update.* files to the other missing two and followed the rest of the procedure carefully.
I am watching SP2 install now FINALLY.
BTW, MS SP2 tech support Chat did not help much, they were very very courteous, but also very ineffectual....I got bumped to the "research team" and "we will call you back tomorrow".. now I have to go tell them that I won't be wanting to be awakened tomorrow by them after all.
