Debuggee not connected?

Hi,
Trying to analyze a dump file on a Win7 x64 machine with a WinXP SP3 dump file, I have all the symbol packs required, but I am not able to type commands in to windbg because "Debuggee not connected" is occupying the space there and the bar is grayed out. What gives?
