Windows Install Starts up on Right Click on any ICON with exe file as tartget

After upgrading to IE 8, whenever I right click on a desktop icon, Windows Install starts to try to install Symatic Antivirus whcih is already active and has been installed for several years and upgraded. I can click and cancel the 3 or 4 windows that pop up and proceed to work the right click options menu for that icon. It appears this only happens with icon's whose target is and "exe" file. It doesn't happen with other files types. MY virus scan is up to date and shows no virus'. I tried to uninstall IE 8 and that doesn't help. I tried to restore sytsem to earlier store point and it alway fails. The Folder options File tab doesn't show "EXE" in it, but states it is there as an Application if I try to enter it. Something might have happened during the first IE 8 install, since the PC froze for a few minutes and then continued to function.
