Issue with reactivating Windows XP SP3

Hello,
The case is following. Our company had 2 (old)computers with licensed XP SP3. One of them broke down and I decided to switch the HDD's and make full Windows restore to the 2nd PC's HDD. The backup was prepared with True Image about a half a year ago. Now the problem is that I can't activate it. I managed to get the trial mode, but the activation window itself isn't working. It opens in a blank blue window with two small symbols in upper corners and thats it.
Internet Explorer 8 is installed on it, I even reinstalled it twice. No changes. The exe is hidden though, doubt it will change anything but will unhide it.
One thing that might cause it, we have to follow specific regulations and disable most of the services that aren't used, it might be that some of the services are related to the Activation and that's what causes it. And due to those regulations, we can't connect that PC to global network too.
Any advices?

Friday, February 08, 2013 6:43 AMIt requires the activation window to work. In my case there are no choices for me, just blank blue screen .

Worked, thanks for help Carey. After 4th or 5th (did those two together) step the activation window started to work.
Sorry for the late report of the issue at hand, just now got the time to investigate the problem further.
