Apply GPO on Windows XP

Hello i'm trying to add group policy for a user account on windows xp pro, and having some dificulities.
This build was ment for a network but i want to use it as a standalone, so i am trying to setup gpo for a user but not getting any where, when trying to apply the settings it is also affecting the administrator which i don't want.
I want to stop the user from accessing the cd rom can someone help with this.

Well alternative way you don't need to use GPO to prevent users from using CD.
you may simply just remove the CD drive.
