Unlock icons on the desktop

I have 5 computers running Window XP and System Suite 11. I just updated a program and now am now able to drag any of my icons on the desktop. The auto arrange does work. I also have issues with popups in IE being blocked and my backup has stopped working. I am not able to remove the update to the program without the loss of a lot of information. Does anyone have any suggestions?
