Answered Error message when you try to access a Windows XP-based network computer: "You might not have permission to use this network resource"

    When I  try to access a Windows XP-based network computer, I receive an error message that resembles the following:

    <var style="color:#333333;font-family:'Segoe UI', Arial, Verdana, Tahoma, sans-serif;font-size:13px;line-height:normal;">xxxxxxx</var> is not accessible. You might not have permission to use this network resource.  Contact the administrator of the server to find out if you have access permission 

    the network is not present or not started

     I Do This Troubleshot
