Does anybody know who has done the definitive White paper, book, book chapter on the not responing problem in Windows OS?

Wondering about MS apps and how they might behave in the OS. Are there times when say Outlook would hang waiting on something before responding back to the Windows OS? Seems like by now Windows would have a menu or other setting to stop a not responding app.

When an app appears to stop responding, press the  Control-Alt-Delete keys to open Task Manager, click on the Applications tab, then click on End Task.

Yeah I've done that. Sometimes that doesn't work either. Thanks for you help.
