TsmBootstrap.exe could not be found in any standard locations

Unanswered TsmBootstrap.exe could not be found in any standard locations

    Using MDT 2012.

    I get the error show in the title at the beginning of the state restore phase.   It finds the task sequence info on C:, but cant file the tsmbootstrap.exe.  Any ideas?

    I've discovered the issue is caused by the Tools folder missing from the minint folder.  I'm testing on a VM and the build is successful about 1 in 4 times.  The other 3 times fail when the folder doesnt get copied.
