Keyboard Settings dont apply - MDT 2012 Sp1

Hi,
I have a TS to do a XP SP3 Clean Install. During the wizard the tech gets an option to select the time zone and the keyboard. Which ever keyboard you select German, UK, ... No matter what - it will always default to en-US after install.
I have followed the steps below.
I did read a forum that you have to add the variables for %inputlocale% and %keyboard% in unattend.xml. However there is no unattend.xml for XP - only 7.
Any thoughts?

Yes,
Check for the sysprep.inf file. See what keyboard is mentioned in it.

The Regional Settings in Sysprep.inf are commented out. It should pick the settings from the wizard or overwrite existing settings.
From the BDD log, I can see that the InputLocale is set to other than English however it does not take affect.
