Limited functionality is available due to outage

Introduced Lync 2010 to an OCS 2007 R2 Environment, merged topologies. enabled a new user on Lync, and on signing into the client, it comes back with "Limited functionality is available due to outage".
CU3 is applied on the server along with the DB update.
I can search the address book, but no contact is displayed. If I go into options, I get a message displayed on top "The server is currently unavailable. Some options may not be changed at this time."
No errors on Lync or SQL box.
Performed the invoke-csmanagementreplication to verify database connectivity and that was successful.
Any ideas?

Hi,
You will see this error if your Front End servers lose connectivity to your backend SQL server hosting the Lync databases.
- Make sure the Front End service is started successfully.
- Check is there any error in you event view specified for Lync.
- Check you have enabled cross database chainging on the RTC and RTCDYN databases.
You can take following threads as reference:
Hope helps,
