Word 2010 Header & Footer
Word always adds new blank lines to headers and footers, and I have to activiate the header & Footer area to delete the blank lines manually every time.

- Other people have also reported random carriage returns being added to headers and footers. It may be linked to pasting and choosing "Text Only".
I can't think this is desired behaviour so it is likely to be a bug and not something you can "turn off". Office 2010 is still only a "Technical Preview" but you should look to see if this fault is fixed in the next Beta release which we expect to see around October 2009.

You could make your own Header and Footer just the way you want it.
Once you have edited a Header to your satisfaction, select all the text in the header and use Header & Footer Tools - Design (tab) | Header & Footer (group) | Header (dropdown button) | Save Selection to Header Gallery...

- I have the same issue. Every few pages, Word 2010 adds more blank lines to the headers and footers. I constantly have to remove them. I'd like to know how to turn it off.
The reply from Simon doesn't seem likely to help me. Each document has a new header--I don't want to save it in a gallery. I want Word to leave the header the way I typed it instead of constantly changing it. - Other people have also reported random carriage returns being added to headers and footers. - Thanks for your reply.. I discovered that this bug happens when I undo actions.
