How make outlook 2007 & 2010 Inactive Application Add-ins to be active list

Dear All,
We use GPO to install a outlook add-in iteam, but it shows in "Inactive Application Add-ins" and the domain users they all can not check this iteam to be acitve, the error is followed:

The error message "the connected state of Office add-ins registered in HKEY_LOCAL_MACHINE cannot be changed" will occur when Outlook doesn't run with Administrator Privileges.
To avoid this issue, start Outlook in Administrator mode by doing the following:
Click Start, click All Programs, and then click Microsoft Office. Right-click Microsoft Office Outlook 2007 and then click Run as administrator.

Is there a way to let a domain user active the add-ins? Becuase most of users they do not have the admin privilege.
