Current Active Licenses in Active Directory - Disabled vs. Removed

Hi, we are currently using the following:
Active Directory Users and Computers
Microsoft Corporation
Version: 5.2.3790.0
The question we have is if we remove a user account then that will free up a CAL, but if we just disable, does that free up a license too? Thank you!

It does not free up a CAL in SharePoint Online in Office 365.
The policy i follow is Employee on leaving disable the account and delete 30 days later.
