  In the next milestone we are introducing new PowerShell user management tasks:
  Add-MSOnlineUser
  Set-MSOnlineUser
  Tasks will be manipulating User properties, however mailbox quota is not in the scoop of these cmdLets.
  
  Another new task is about to release.
  Enable-MSOnlineUser assigns a license to the specified user and activates the user.
  This task will be able to set specified size of mailbox to be created for the user.

  To answer your question, we currently do not offer a powershell cmdlet to increase a users mailbox quota.  Please open a service request within your Microsoft Online Administration Center to submit a feature request.
