I have created a rule in my Exchange online account regarding users should not send or receive mails outside the domain.

I have also created exception for my account naushad@octopuse.com, so that i can send or recevice mails outside the domain. The rule was works fine.

Now i have set a forwarder for all incoming mails to naushad@octosystems.com. When outlook tries to forward my mails to naushad@octosystems.com i receive the following error

Delivery has failed to these recipients or
    groups:

    naushad@octosystems.com
    Your message wasn't delivered due
to a permission or security issue. It may have been rejected by a moderator, the
address may only accept e-mail from certain senders, or another restriction may
    be preventing delivery.

    Please help me on this.

This is because the message appears to come from the original sender instead of from your mailbox (which you have set the permissions for).

How to create the rule for this? Or how to make this domain as safe?
