Outlook email error

I am using Microsoft outlook for my work email and i can send and receive emails at work location and when i work at home...........I can receive the emails but i cannot send emails and it gives...........
Send test e-mail message: Outlook cannot connect to your outgoing (SMTP) e-mail server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).
any help?

This is indicating that your local router probably does not support port 587 (TLS) or 25 (SMTP) outbound from your network (or this could be blocked from your local ISP. I have heard that many ISP's block outgoing SMTP traffic for home-use Internet subscriptions.
