    There are 5-6 OOB workflow available in SharePoint Online but only Three-State WorkFlow is Active. Other Workflows are deactivated by default and there is no way to activate the remaining workflows.

    These workflows were removed because of their reliance on other MOSS features that do not work properly in our multi-tenant configuration. We are working to re-enable them as soon as possible.

    This thread dates back to April - I just signed up for service and assume the workflows I need are still not activated. Can you provide an update on this please? Thank you.

    Your assumption is correct. We will have the OOB workflows in our next major release (based on SharePoint 2010). This is scheduled to be available in the second half of next year.

    Until then you can create custom workflows using SharePoint designer which should help here.
