Run program task in interactive mode

We've had to move our V4.08.03 version to a new server, and ever since we did that, the interactive tasks do not pop up a window, showing the operator what's going on. Normally, this is not a problem, as the programs running are pretty stable. Occasionally, however, something hangs/fails, and I would like to be able to see the messages/outputs provided by the program being run, without having to re-enter the command in a CMD window, which DOES give me the console output that the Opalis server does not.
I was not the one who set up Opalis on the old server, so I'm sure there's a step in the setup I've missed on the new one.

Did the new server have a different version of the OS and potentially different policy settings regarding user interaction?

I'm sure it probably does. OS is windows server 2003, Standard, SP2. I don't have access to the old server, all I know is it was a versuion of windows, too.
I don't know much about "policy settings", I'm not one of the server guys. Any idea which ones to look for? Which ones would prevent this from working?
