Move 'Reply All' on Ribbon in Outlook 2010

The company I work for wants to allow users to Reply All, but in order to reduce the risk of accidental Reply Alls it was suggested that we move the 'Reply All' button out of the Respond group, and to the end of the the Ribbon. Apparently, this was possible in Outlook 2007, but we have yet to figure out how it's done in Outlook 2010.
Any suggestions would be appreciated,

From your description, we can follow these steps to Customize Ribbon in outlook 2010:
- Click File tab. Under Help, click Options. Click Customize Ribbon.
- Choose the “Respond” in the right frame and click Remove.
- Click twice New Group. Rename the first “New Group (Custom)” as “Respond (Custom)”, and the second as “Reply all (Custom)”.
- Select “Main Tabs” from “Choose commands from: ” on the top of left frame.
- Expand “Home (Mail)” and “Respond” in left frame.
- Select the “Respond (Custom)” in right frame.
- Select and Add the commands “Post reply”, ”Reply”, ”Forward” , “Meeting” , ”IM” , ”More” from left frame to “Respond (Custom)” one by one.
- Select the “Reply all (Custom)” in right frame.
- Select and Add the command “Reply All” to “Reply all (Custom)”.
- Move down the Group “Reply all (Custom)” under “Send/Receive (IMAP/POP)” by click Down Arrow (at the right of right frame).
- Click OK.
Note: If you fail to set it, you can reset to default by click button Reset (below the right frame) and choose Reset only selected Ribbon tab.

Thank you so much! I can't believe the answer was so easy. I was so focused on the fact that you couldn't move the individual items in the group that I didn't even think about just recreating the group.

This looked like it was working great, but then I had a user send a message with Voting Buttons and we discovered:
- Users with the Custom Respond Group did not have voting buttons.
- I could not locate Voting Buttons in the Commands list under Customize Ribbon.
- Voting Buttons appear to be a dynamic element as they appear in Customize Ribbon>Respond Group only if you are viewing a message with Voting Buttons.
Any suggestions?
