It looks like only one person can propose the reply as an answer. Is it correct? Sometimes when I'm reading I want to propose an answer to be an answer, but I can not do so if it's already proposed.

Just curious...why would you like to be able to do this?

Are you seeing posts that are proposed as answers that are later rejected by forum moderators?

No, it is just my way of showing that I find this post a good answer. Adding "good answer" would be another way, but then I need to write something, besides, it's not very informative, so I just want to click something.

Of course, I can click on "Vote as helpful", but I prefer "Propose as an answer"

Vote on Helpful allows more than one vote. This makes it much superior to Propose as Answer which is anyway a function that is much abused by people proposing their own answers. As far as I know you can't Vote your own post as helpful which makes that function infinitely superior as a test of quality (although the numbers can only go up as Not Helpful (= -1) isn't possible).
