Newly released MS Protected file explorer has license file with double BOM

The newly released version of the MS Protected file explorer creates slightly different rpf files then the beta version.
It creates the license file with double BOM? (Byte order mark)
EF BB BF than again EF BB BF
My company need to know the correct rpf format.
Is this a bug? or by design?

Hello Slava,
We had to modify the format a bit to ensure that we maintain a consistent RPF format in the long run. The one you have available on http://www.microsoft.com/en-us/download/details.aspx?id=30152 is the final version.
