When i try to restore the latest backup to TEST site by using STSADM command, i am getting an error
"This operation can be performed only on a computer that is joined to a server fa
rm by users who have permissions in SQL Server to read from the configuration da
tabase. To connect this server to the server farm, use the SharePoint Products a
nd Technologies Configuration Wizard, located on the Start menu in Administrativ
I don't have DB access in this environment (Test environment), because of that i am getting an error for my login. Is it correct?.

You need to have DB access or at least to apply windows authentication for SQL test instance

I would like to explain you cannot restore the backup in an environment without DB access. If the DB access is available, Here is the detailed Syntax of stsadm to restore the backup.
For site collection restore
stsadm -o restore
-url <URL name>
-filename <file name>
[-hostheaderwebapplicationurl] <Web application URL>
For catastrophic restore
stsadm -o restore
-directory <UNC path>
-restoremethod <overwrite or new>
[-backupid] <GUID from backuphistory, see stsadm -help backuphistory>
[-item] <created path from tree>
[-percentage] <integer between 1 and 100>
[-username] <user name>
[-newdatabaseserver] <new database server name>

Based on my research, the DB access is necessary when restore a backup in Sharepoint. It’s impossible to restore a backup without it.
