Sharepoint 2007 farm restore without content

Hi,
We have a small sharepoint Production farm. We need to create a test farm which should have a the same Web application configurations like production farm.
The test environment is small and is not capable of holding the production content, we only want partial content to be available in testing environment so that we can perform testings before moving ahead with changes on production environment.
Can you please suggest us some action plan for taking a a backup of the sharepoint farm(with-out content) and restoring it in another farm of same version.

We have figured out a way ourselves to get the replica of the production environment (partial content) to our testing environment. Because there was no conventional technical way of doing it, We will be moving sitecollections one by one to the the destination farm and will be deleting the content of the site once the site gets available on the testing farm.
I still wish if we had some better options to figure out these kind of issues...

Unfortunately, there is no other way to do this in SharePoint 2007. however, if you upgrade to SharePoint 2010 there is a configuration-only backup option that may work for what you are trying to do. Here is a technet article with more information regarding that:
