    Is that possible to create a discussion board in a publishing site collection instead of collaboration portal, if so, how can I do that?

    Of course, if you have permission, click the "Site Actions", "Site Settings", "Modify All Site Settings", then on the admin page you should find the "Site Features" menu item link. Click that and then activate the correct feature. If you do not have access to this then you will need to get a Site Collection  / Site Owner to do this.

    The 'Site features' link is under the Site Administration column.

    Hi Ann,
        Yes you can. You need to activate the feature "Team Collaboration Lists" first from the site features link of the publising site. Once done the option to create a "Discussion Board" will show up. Hope this helps.
