Answerlogin.aspx not showing themes

    I have applied "Verdant" theme to my sharepoint site and FBA activated, but when users first enter the site, it is shown as the default blue, orange login.aspx.

    I've read some articles saying that if i paste "<SharePoint:Theme runat="server"/> " in the simple.master will show the theme, i've tried but it will only appear if a user signs in and then click sign in as different user.

    I believe it's a permission issue, is there anyone that had faced this problem before?

    I've read more about it, there was an article saying that creating a mule site with anonymous access enabled and login.aspx themes will be adopted from that anonymous site.
