How to customize webpart to show dynamically list of views or non empty lists\libraries?

Hello,
I have two very similar requests for SharePoint 2007.
The first is to allow me to dynamically display in a webpart the list of libraries names and lists that are not empty.
The second display for a given library the list of views also available in a webpart.
I was thinking of using a Content Query Web Part associated with CAML but for now, the result is not conclusive.
Is anyone have a solution if possible detail, please?Thanks.

For the first one, you can just click on "View All Site Content" from the quick launch menu. That page has a list of all libraries, lists and subsites. It'll also show how many items are in each of them and when they were last modified.
Not sure what you meant in the second request. Can you clarify?
