- I am new to MOSS 2007
How we can implement the Primary key and Forighn key concept in MOSS share point server 2007 using lsits ?

In SharePoint 2010 the concept or foreing key is better than 2007.

- Sharepoint is not meant to be used as a replacement of database system. So, you won't get 100% of primary and foreign key relationships between lists.
If you just need to generate a unique number for a list, there's already an ID column in every list that doesn't show by default. If you create your own list view/modify an existing one, you'll be able to find this column with unique ID/number for each entry in the list. - You can use events (they are like triggers in a database)
