Macro enable XLSM file stored on SharePoint 2007 - Download and Saving Issues

Hi,
I have a XLSM (macro enabled excel) file stored in a document library. This file is a template we use for some signoffs.
I have granted users view only access to this file, as I do not want anyone filling in the template and saving this back to the document library. The issue comes about when users download the file, they get an error saying they have to open the file in read only.
This is fine, but when users save the file, many save it as a regular XLS file, where the macro has been stripped out and no longer works.
Can I fix this with entitlements and still preserve my master template, or is this an issue that is solved on the xls side?
Any thoughts? Thanks
