Am I right to say that only a user with Full Control permission on a site can change the permissions on that site?

- Geoffrey is correct, the default Full Control permission level is needed. This is because this permission level has the "Manage Permissions" permission selected. You could also create your own custom permission level that has this permission selected and users with this new permission level would also have access to manage permissions.
Chris Caravajal MCTS SharePoint Help The answer is a qualified Yes. That is because OOB with Full Control you will have that role assigned to you. However you can customize your own group or manage more granular permissions with SharePoint OOB groups to get the same functionality

Chris, I would say that your explanation is why the answer to this question is "no." It would be like saying that you have to be a Contributor to edit list items, which is not the case.
