Unanswered Scope rule returns 43 but total is 0?

    I am evaluating SharePoint Enterprise search using the .vhd download. So everything is preconfigured.
    I have 3 local shares on the server and have targeted them for crawls, seaching succesfully on them. There are some basic doc types in there, excel, word pdf.
    I add an ifilter for adobe pdf and it is working.

    When I go create scope rules to narrow the seach. I get an item count for the rule but my total count of items is zero. I have tried different rules and combinations of rules.
    e.g.
    If I add a rule only for "all content" and update it, it returns 90 for the rule and then 90 for the total.
    If I add another rule for pdf extensions I get item count of 43 for that rule but my total goes to zero. (either using required or included).

    Please note that I am only incuding the "all content" rule to try and verify that the content can make it to the item total. From what I see in the documentation, it does not seem to be needed.

    This behaviour seems to occur if I try to create a scope/rule to target only one of the shared folders also.

    Can anyone help? This seems like it should be pretty straight-forward.
