    Hi my environment is the following.

    MOSS 2007 Enterprise SP1 English Base
    MOSS 2007 Spanish Language Pack with SP1
    I create a site using the Project Tracking Workspace of the 40 Templates in Spanish
    I create a Forms Library publishing a simple form using Infopath 2007. then I configure a OTB approval workflow with 1 approver

    The extrange behavior start because the task created by the work doens't send the e-mail of the assigned task
    But the task is created Ok, so the user complete the task, 
    When the worklfow try to set the "Completed" it send an error, I attach the Log for this.

    I solve this issue, is the same that update the content aproval status in the config of the workflow, and the require content approval in the advance settings in the Forms library, just have to set "True or FALSE" in BOTH options. 
    If you use it, don't loose it.
