Can you create something similiar to MOSS Approval workflow through SharePoint Designer 2007?
- Is there any way to create something similiar to MOSS Approval workflow through SharePoint Designer 2007 for use on a wss3.0?
If so, is there any step by step tutorial?

This is a link to a set of tutorials that Microsoft did. It's where I learned everything I know about workflows. I figured I'd recommend this, since you're asking about a tutorial.
Also, here's one that I did, that's a "travel request" approval workflow:
